HOMEASSIST-1 Dashboards: restructure imported ha-map into a bun workspace monorepo

Summary

• Bun workspaces (packages/ui, dashboards/map): map card moved to dashboards/map; shared hass types and time helper extracted to @ha-dashboards/ui.
• Shared tsconfig base, ESLint and Prettier config at the repo root.
• scripts/run.ts dispatcher backs the root scripts (dev, build, deploy, typecheck, lint, format, test), each taking an optional workspace name; dev and deploy require one.
• Dockerfile.dev, docker-compose.yml, .env.example and .gitignore updated (verified the image builds and dev serves on 5175).
• Tests added: ui 8, scripts 17.
