Closes IRRIGOAPI-113.

Audited all 12 alert call sites across reconcile.ts, runtime.ts, and tick/index.ts. Every alert now answers: what happened, what was affected, and what to check or do next. Terse HA-jargon titles (e.g. "HA state query failed", "Missed close") replaced with plain-language descriptions. Detail lines now include concrete next steps rather than just the raw error.

[IRRIGOAPI-112] Add makeConfirmedOpen to prevent open failures leaving valves stuck on.

After openZone exhausts retries, read the relay's actual state before surfacing
the error. If the relay is 'on' (it toggled despite the HA error), treat as a
successful open so the close timer is always scheduled. Mirrors makeConfirmedClose
(API-106) which already handles this pattern on the close side.

Wire the confirmed-open wrapper in bootstrap.ts alongside the existing
makeConfirmedClose so every daemon open path benefits automatically.
